Title: IT Manager / Chief Information Officer / HIPAA Security Officer 
Classification: Salaried/Exempt
Reports to: CEO

Program Description
To maintain, improve, and ensure security of computer systems and services within the Satanta District Hospital and its subsidiaries.

Supervisory Responsibilities: Any additional or temporary MIS staffing
Essential Job Functions:  The IT manager is responsible for the technical aspects of information management throughout the organization; including the installation, configuration and maintenance of IT systems. The IT manager maintains desktops, printers, network components, servers, and related components in a serviceable condition. The IT manager works cooperatively with Satanta District Hospital and subsidiary departments, medical staff, providers, vendors and business partners to ensure all IT needs are being met to complete job duties within SDH. The IT manager provides management direction and leadership in computer applications and systems development throughout the organization. The IT manager is also the acting HIPAA security officer for SDH and ensures HIPAA security compliance for applicable systems and applications throughout the organization.

Position Specifications

Overall supervision and network construction/improvement - 50%
Conducts and oversees network improvements and modifications
Works with various departments to design/engineer/improve network and system functionality
Deals with sales vendors for purchasing hardware/software and services
Oversee maintenance and functionality of servers
Establishes priorities for system modifications and requests
Creates replacement schedule for outdated or inefficient equipment

Support and Maintenance - 30%
Provides support and assistance in person, on the phone, and email for individuals and departments.
Provides routine maintenance and replacements of network equipment and devices.
Installs and configures new or replacement workstations
Installs and configures software or peripheral devices upon request
Cleans/repairs/optimizes workstations to keep them in functional condition

Continuous Professional Development – 20%
Prepares policies and procedures regarding information management.
Documentation of solutions and process improvements in a ticketing system and knowledge base.
Organizes the department workload and establishes work standards to promote efficiency and productivity
Motivates and manages staff to ensure that performance standards are met or exceeded
Attends administrative meetings and contributes ideas for improving efficiency and productivity
Maintains a clean work area and organizes spare equipment and networking closets
Complete regular HIPAA documentation updates and audits to ensure regulatory compliance.


Qualifications Requirements
Applicants must have previous experience working in a Windows Server environment including active directory and group policy administration. Desktop support experience is recommended as is experience working with layer-3 switches and other networking equipment. A four year degree in MIS or a related field is recommended but a two year degree or equivalent certification would also be acceptable.

Education and/or Experience:
Bachelor’s Degree:  Computer Science or equivalent is recommended (Associates degree or two year equivalent certification required)
High School Diploma: Required
Experience: 5+ years in a system administration role or equivalent. 
Certificates, Licenses, Registrations: CCNA or equivalent certification/experience. 

Reasoning Abilities
Attention to detail, technical aptitude, and critical thinking skills are mandatory. Applicants must be capable of handling a wide and diverse workload while prioritizing individual tasks. Analytical and troubleshooting skills are also necessary, as well as the ability to critically analyze problems and engineer solutions. The ability to evaluate plans effect on future implementation and changes is equally critical.

Temperament
Applicants must be friendly, professional, and able to maintain a calm demeanor under stressful conditions. It is important to be extremely flexible and possess a desire to work on a frequently diverse and ever changing schedule. A natural inquisitiveness and willingness to consistently learn new skills is also required.

Working Conditions:
The IT manager is expected to complete projects and other tasks while resolving any issues that may arise. Applicants should be self-motivated and able to complete complex tasks with no supervision. In addition to a regular work schedule, the IT manager is also expected to work periodic nights and weekends for system maintenance and updates, as well as answering off-hours support calls.
